My company has applied for my H1B and I did not get my labour certificate yet,does my application come under the cap count or will my application be rejected for this year 2013?

Last week i took the GRE exam and got 300 marks .
Quant – 154 , Verbal – 146
I have doubts in mind that should i apply for admission with these marks or should i take the test again. I am confused right now.
I have a work experience of 2.5 yrs with infosys and my have done BTECH in computer science with 77% marks. I want to persue MS in computer science from some reputed university in US.
Please guide.

I COMPLETED MY B.PHARMACY WITH 57% AND M.PHARMACY WITH 73.3% AND HAVE AN IELTS 7 AND GRE 288. I APPEARED FOR VISA INTERVIEW WITH AN MBA PROGRAM FOR SPRING 2012 INTAKE BUT I WAS REJECTED TWICE IN A 2WEEK PERIOD. I have done BE (Computer Engineering). Currently working for BNP Paribas for past 1 year.
I had appeared for old GRE in 2010 and got score 1160(Q-760,V-400,AW-3.5) and TOEFL-94.
I want to do Masters in Mathematica Finance/Financial Engineering/Financial Maths. I have already got an admit from Univ of Queensland,Aus which is like ranked 30th globally and some 17th for Maths. Is my profile good enough to get admit from a better univ than UoQ in US. I might re-appear for GRE-TOEFL if there is a need.

I think quota for h4 is not seen anywhere on website and is not released in internet too.

I am presently employed under OPT status after completing my MS from UCLA and the OPT is expiring on JUNE 30th 2012. I have a job offer on hand. How long will it take for my future employer to convert my OPT to H1B status. If so will i be permitted to stay in US beyond expiry of my OPT until my H1B goes through. My employers are willing to sponsor my H1B.
