As of September 18, 2009, approximately 46,000 H-1B cap-subject petitions and approximately 20,000 petitions qualifying for the advanced degree cap exemption had been filed. USCIS will continue to accept both cap-subject petitions and advanced degree petitions until a sufficient number of H-1B petitions have been received to reach the statutory limits, taking into account the fact that some of these petitions may be denied, revoked, or withdrawn.

I appeared for my H1B Entry Visa interview by September 2008. After a long follow-up with the dept. of state, my attorney has received some information on the status of my H1B visa today. He has sent me an email like this:
Unfortunately, the Department of State has confirmed that your case is the subject of special security clearance which frequently has to do with mistaken positive hits because of similar attributes with persons on security lists or similar, albeit ridiculous criterion. We have experienced this before and it can take six months to a year and a half. We continue to follow up on your case.
Having waited for one year I was shocked to receive this email. Will anyone expalin me what exactly is going on with my case?
