I know of a person who waited 18 months..

Maybe they should state clearly that if you are from particular country, have a specific name, or religion. Do not apply.

But then, where would they generate revenue from. To pay those countries back, as ‘US Aid’

Most reputable immigration lawyers would warn foreign nationals that there could be long delays at the consulate. I’ve seen plenty of cases that took a few months. In the worst case, involving a man from a middle eastern country, he waited in London for over a year. It’s extremely difficult for everyone involved – the applicant, his/her family, and the employer.
