I don’t think it’s wise to say that consultant motivated you to apply for this University.
Rather, explore some facts regarding your university. I have already replied to this kind of question. I am pasting it again:

His concerns for this question may be:
1. He want to judge you about “your knowledge” regarding that particular university/department.
2. He wants to make sure that you haven’t applied just because your friend told you to do so.
Start from a brief history and positives of the University. Like “it is one of the oldest University that is famous for…”.
Talk about positives of your department. Like “it holds … rank in technological aspects”. It was rated in top*** colleges by *** magazine (or ***survey). Support it by some figures of past honors/ranks/placements etc etc.
Explore everything regarding your department: Labs, Professors, your research group, other research groups. Speak of all the positives that you can find for your department’s website (or other resources). (My professor is one of the renowned Prof. in my research area etc etc.).
If he is impressed, you may say: “And yes, the environment/weather of the city… is really cool and is one of the major attraction for me ” or may be something that is famous for that city [Remember, this answer is "time dependent". Throw it accordingly (and if required)]
Don’t discuss your low scores unless he wants you to discuss. And, in any case don’t loose your confidence.

Study materials should be ok, but I would be careful when taking movies, music and other copyrighted contents.

Considering my university, the part-time offer varies from $7-$9 per hour. Every university have somewhat different figures though!
Many of my friends here work in library (arranging books in shelf, checking in-out the books for the students etc.) and in coffee shops (&Walmart store).
If you work on campus (like in library), you can decide the timings according to your class schedule.

just wanted to comment that international students cannot work at Walmart. oncampus coffe shop/food court is fine but cannot work off campus on student visa. Thats not legal.

As far as my knowledge is concerned, in most universities you can report any one of them (based upon there minimum criteria for both the tests).
However, for best information (and to be on safe side), you can go to university’s website to check which test they need in particular.

I do not have any idea which is the best university for your field. However, I would recommend you to discuss these things with any of the graduate student studying in these university.
The question is very specific and should be answered by a reaponsible person from your field. You may try to explore the university’s website to have their email ids.

Generally the VISA is approved within a week. However, in some cases like 221G, it may take from a month to 6 months! (There isn’t any fixed duration for approval).
